Enabling the Future: Moving the Offshore Wind Supply Chain from Intent to Reality
Written by Clark MacFarlane, OWGP Board of Directors
The launch of the Industrial Growth Fund marks a pivotal moment for the UK offshore wind supply chain, the arrival of a piece we have long been missing. For too long, we’ve seen companies with world-class products, facilities and ideas struggle to take that next step: to build capacity, secure workload in not just one, but across multiple projects, get an innovation adopted, or simply reach the right customer.
It’s a familiar challenge. Offshore wind projects are vast, complex, and interconnected. Rarely can a single development sustain a new investment or justify scaling a facility. Suppliers need confidence that their offering will be adopted and used at the right time, volume, cost and quantity, just as developers need confidence that the supply chain can deliver when the project demands it. This is precisely where the Industrial Growth Fund (IGF) and the wider Industrial Growth Plan (IGP) step in.
A strategic solution for all sides of the market
The Offshore Wind Industrial Growth Plan lays out a clear, long-term blueprint for strengthening the UK’s offshore wind industrial base. It identifies the technologies and capabilities the UK can successfully make here at home, from advanced turbine components to next-generation foundations, electrical systems, and operations and maintenance, to be able to meet the country’s clean energy and economic ambitions.
The Industrial Growth Fund is the first step in delivering that plan. Under the leadership of the Offshore Wind Industry Council (OWIC), developers have collectively committed to support targeted supply chain growth, by directing investment toward the areas identified in the Plan to deliver maximum impact for both the sector and the wider UK economy.
As the appointed delivery body, the Offshore Wind Growth Partnership (OWGP) will use its expertise to ensure that this support translates into tangible impact, working with applicants to verify that projects are investment-ready, sustainable, competitive and positioned to meet the growing demand from offshore wind developers. This due diligence helps to de-risk the investment, both for the supplier and for the buyers who will ultimately depend on that capability.
It’s a structure that makes sense for everyone involved. For suppliers, it provides a route to growth with confidence, a way to scale up, innovate, or establish new facilities knowing that there is market pull and developer engagement. For developers, it reduces risk, ensuring that the UK supply chain can deliver cost-competitive, quality-assured solutions that meet the needs of future projects.
De-risking investment and unlocking growth
From my perspective as a member of the OWGP Board and former Vice-Chair of OWIC, the Industrial Growth Fund represents a major step forward in how we support and grow our domestic supply chain. It recognises the reality that scaling industrial capability takes more than innovation, it takes market certainty, collaboration and confidence on both sides of the table as well as funding support.
The Industrial Growth Plan provides a roadmap through which national and industrial priorities are set, guiding the growth of the UK offshore wind supply chain. The Industrial Growth Fund channels investment in line with this roadmap, effectively de-risking private investment. It enables businesses to move from potential to production, from concept to commercialisation, with the confidence that their capabilities will be deployed on upcoming projects.
This approach builds on OWGP’s strong track record of delivery. Since its formation under the 2019 Offshore Wind Sector Deal, OWGP has established itself as a trusted and experienced support body for the UK supply chain. Through a combination of funding and business support programmes OWGP has already helped over 250 UK-based companies strengthen their competitiveness, bring new products to market and unlock investment.
Now, through the Industrial Growth Fund, we can take that support to the next level, with a vastly expanded budget for support and in alignment with the strategic investment priorities set out in the Industrial Growth Plan the opportunity for suppliers is bigger than ever before.
A call to the supply chain
We in the UK supply chain have often asked for more support, for mechanisms that recognise the challenges of scaling into a market that moves at the pace and scale of offshore wind. The Industrial Growth Fund is exactly that. It is a tool designed not only to build individual company strength, but to grow the competitive industrial ecosystem as a whole.
For any business looking to expand or build new facilities that align with one of the IGP priorities, this is a genuine opportunity. The aim of this call is to accelerate capital investment in domestic manufacturing of key components, systems and services into the offshore wind sector, bolstering both our homegrown supply chain and our export capabilities.
UK-based companies with demonstrated intent to supply the offshore wind sector, including existing offshore wind suppliers, companies from adjacent sectors and new entrants with transferable capabilities are eligible to apply.
The OWGP team stands ready to help. We operate independently to ensure confidentiality and with deep industry understanding and a proven track record of guiding supply chain companies through the process. I would encourage any prospective applicants to explore this opportunity in earnest by visiting the OWGP website.
Looking ahead
The UK offshore wind sector is entering a decisive decade. With more than 50 GW of capacity targeted by 2035 and the global market accelerating fast, the need to strengthen domestic supply chains has never been clearer. The Industrial Growth Fund gives us a coordinated way to do it, by connecting strategic funding, developer demand, and supplier capability in a way that works for all.
For me, this is the kind of joined-up industrial action we’ve been calling for. It’s practical, collaborative and grounded in real market need. It’s the missing piece that allows us to move from intent to action.
Now is the time for the UK supply chain to seize that opportunity.
Let’s make the most of it.
