Four new hires take Offshore Wind Growth Partnership team to nearly double its size
The Offshore Wind Growth Partnership (OWGP) has appointed four new team members, almost doubling the size of its team in just eight months, as it scales up its capacity to deliver the Offshore Wind Industrial Growth Plan (IGP).
The organisation has grown from a team of 10 in 2025 to 19 today, strengthening its programme delivery, strategy and investment capabilities, as it vastly increases the scale and pace of its work within the offshore wind supply chain.
The four appointments follow five additional hires made earlier this year, underlining a step-change in capacity.
Chris Harvey joins OWGP as Executive Director of Programme Delivery, overseeing the delivery and development of its funding and business support programmes, helping supply chain companies in the offshore wind sector achieve their full potential.
Chris began his professional career at IBM before going on to hold senior leadership roles at Jabil and Aggreko. He brings extensive commercial, operational and technical leadership experience, alongside expertise in team development and organisational culture and holds an MBA from the University of Edinburgh.
Lori Hanley joins as Finance Manager, supporting both corporate finance and the investment team. She brings 14 years of finance experience across renewables, offshore oil and gas, logistics and retail, with a strong commercial focus and practical approach to supporting effective business operations.
Ieuan Collins joins as Delivery Specialist, supporting the delivery of OWGP’s funding programmes. His work will help UK businesses advance capacity, develop new capabilities and unlock opportunities within the offshore wind sector.
Before joining OWGP, Ieuan worked in ocean energy innovation, leading programme activity and engaging with industry and international partners. He holds a PhD in Mechanical Engineering and brings experience in innovation, research and programme delivery.
Also joining Chris’ team is John Stevenson, a Delivery Specialist, who will work alongside Ieuan to support the delivery of OWGP programmes. John brings extensive experience in programme co-ordination, project delivery and stakeholder engagement from his time working as Senior Programme Coordinator at The Carbon Trust.

Alongside these appointments, an internal shake-up of the team has seen Tom Piper and Dai Lewis moving from programme delivery to the strategy department.
Tom Piper has taken on the role of Senior Project Manager for Supply Chain Development, working with suppliers and industry partners to coordinate investments to increase UK capacity. Meanwhile, Dai Lewis has moved into the role of Senior Strategy Analyst. Dai will focus on implementing and updating the Industrial Growth Plan.

That experience will help us connect the dots between industrial strategy, investment, and what support companies need to grow.”
The expansion of the OWGP team comes as the organisation continues to increase its activity supporting the UK offshore wind supply chain and delivering the ambitions of the Industrial Growth Plan.
