Our business support programmes support companies at different stages of their journey in the offshore wind sector to increase impact, productivity and growth
Wind Expert Support Toolkit (WEST)
WEST is a short-term intervention activity which aims to support growth of offshore wind supply chain companies through provision of specialist advice, market intelligence and strategic insight into the sector.
Fit 4 Offshore Renewables (F4OR)
F4OR is an medium intensity programme which aims to support the UK supply chain get ready to bid for work in the offshore renewable energy sector. The F4OR Programme supports the development of an increasingly competent, capable and competitive UK offshore renewable energy supply chain – maximising opportunity for the UK supply chain, both domestically and globally.
Sharing in Growth Offshore Wind Programme
Sharing in Growth Offshore Wind is a high intensity advanced programme which aims to support ambitious companies who are looking to commit themselves to accelerate growth in the offshore wind sector.
The Sharing in Growth Offshore Wind Programme focuses on building Business Competitiveness and the WEST and F4OR Programmes focus on both building Business Competitiveness and Building New Capacity through cross-sector engagement.

Grant Funding
OWGP provides grant funding to UK companies looking to accelerate their growth and capability in offshore wind. Grants are in the form of private industry funding, and awarded on a competitive basis through funding competitions. There are three Grant Funding Programmes within the OWGP support portfolio: Development Grant Funding, Innovation Grant Funding and Manufacturing Facility Support Programme.
Manufacturing Facility Support Programme
Manufacturing Facility Support Programme
The Manufacturing Facility Support Programme (MFSP) will provide grants to UK businesses seeking to either build new manufacturing facilities or significantly expand existing manufacturing facilities to increase UK offshore wind manufacturing capacity and capability. MFSP Grants (up to £500k) will fund pre-investment activities that are critical to unlocking capital investment in UK manufacturing facilities. These facilities should make key components, equipment and systems required for the offshore wind sector.
The MFSP aims to increase UK offshore wind manufacturing capability and capacity by:
- Funding early-stage (pre-investment) development activities for Projects
- Delivering bankable Projects that are ready for capital investment
- Aligning with the industry’s “make”, “nurture to make” and “protect” strategies and priority focus areas.
The MFSP intends to fund and de-risk the early-stage development activities required to build the investment case and secure capital investment.
Innovation Grants
OWGP Innovation Grants are aimed at delivering new products, services, and technologies into the offshore wind market through thematic funding competitions supported by Offshore Wind Developers.
Innovation Grant awards can range from £25K to £200K specific to offshore wind innovation priorities. We are now seeking applications from companies for projects focused on:
- Future Cables and Electrical Systems
- Next Generation Installation and O&M Technologies
Grants will be available to UK companies which are already active in the offshore wind supply chain or seeking to diversify into the sector. They will be awarded on a competitive basis, with successful proposals demonstrating near-to-market or market ready solutions and a clear ambition for growth in the sector. Eligible applicants can request up to £200k in a single grant application to cover up to 50% of the total project budget.

Development Grants
Development Grants
Development grants have been designed to improve competitiveness and increase capability in the offshore wind supply chain, enabling a step-change in company growth. The calls are designed to unlock an increase in UK content, UK jobs, UK based IP, turnover, and UK exports in the offshore wind sector. Development Grants can range between £50k to £500k for transformative projects.
The competitions are a 2-step application process and proposals should focus on one of nine high-value UK supply chain areas identified in the Supply Chain Capability Report and highlighted in the Scope and Guidance document.
