The Offshore Wind Growth Partnership (OWGP) has announced a new partnership with Scottish Enterprise today at the All-Energy Exhibition and Conference in Glasgow, aimed at accelerating the growth of Scotland’s offshore wind supply chain.
The two organisations signed a Memorandum of Understanding (MoU) at the event, reinforcing a shared commitment to strengthen collaboration across the offshore wind sector and help businesses more easily access the support, expertise and opportunities needed to grow sustainably and compete in global markets.
The partnership will improve coordination between both organisations, making it easier for suppliers to connect with the right support for their business. Together, OWGP and Scottish Enterprise will support Scottish companies to strengthen capability, drive innovation, explore new market opportunities and maximise the benefits of the energy transition.
The collaboration also supports the wider ambitions set out in the Industrial Growth Plan (IGP), which highlights the importance of stronger coordination between industry, governments and public institutions to support long-term supply chain growth.
As part of this work, OWGP is helping bring organisations together around a shared approach to offshore wind supply chain development, creating a more connected and collaborative support landscape for suppliers. The ambition is simple – when businesses engage with one organisation, they gain access to a wider network of support, expertise and opportunities across the sector.
Closer alignment between industry partners and public institutions will help ensure suppliers can more easily find the support most relevant to their business needs, reducing complexity and improving access to the right guidance, funding and growth opportunities at the right time.
This builds on wider collaboration already taking place across the sector. Last year, OWGP joined forces with Great British Energy, The National Wealth Fund, The Scottish National Investment Bank, The Crown Estate, Crown Estate Scotland and The Development Bank of Wales to support the development of a more integrated public finance ecosystem for offshore wind.
The new partnership with Scottish Enterprise further strengthens this collaborative approach.

About the Offshore Wind Growth Partnership
The Offshore Wind Growth Partnership is the UK’s flagship supply chain growth funding and business support organisation dedicated to offshore wind.
Our mission is to accelerate development of the UK’s offshore wind supply chain.
OWGP was established under the 2019 Sector Deal by the Offshore Wind Industry Council (OWIC) as part of its mandate to foster growth within the offshore wind sector.
OWGP operates as an independent, not-for-profit organisation to provide support to UK-based supply chain companies, helping to generate know-how, economic value, highly skilled jobs, and export income for UK businesses.
Funding for OWGP’s activities comes from OWIC’s private members.
In June 2025, OWGP assumed the role of the Offshore Wind Industrial Growth Plan Delivery Body (“IGP Delivery Body”). The IGP Delivery Body’s role and objectives are described in the Industrial Growth Plan (IGP), published in April 2024, available on the OWIC website.
