The Scottish National Investment Bank has committed £20 million to support subsea cable manufacturing company XLCC, who is developing a cutting-edge production facility at the former Hunterston Terminal in Ayrshire.
Upon completion, the plant will generate around 900 jobs, including over 200 apprenticeships, significantly boosting local employment. Designed to produce thousands of kilometers of high-voltage direct current (HVDC) cables annually, the facility will play a critical role in the transmission of electricity over long distances, supporting the energy transition.
This investment aims to accelerate capacity in a market that is growing at rapid pace, and yet delivery lead times can be in excess of 5 years, threatening viability of offshore wind farm projects due to supply chain constraints.
OWGP Programme Director, Anil Sayhan, has praised the investment, noting its impact on both green job creation and economic growth.

“As the newly appointed IGP Delivery Body, we aim to encourage public and private investments into facilities like the XLCC cables factory in Hunterston, as we build on OWGP’s core mission to accelerate the growth of the UK offshore wind supply chain, while positioning the IGP as the strategic blueprint for industry development.”
