Accelerating development of the UK’s offshore wind supply chain
The Offshore Wind Growth Partnership (OWGP) is the UK’s flagship supply chain growth funding and business support organisation dedicated to offshore wind.Our core mission is to accelerate the development of the UK’s offshore wind supply chain.
We contribute to UK targets in achieving net zero, energy security and economic growth by supporting generation of know-how, economic value, highly skilled jobs, and export income for businesses.
We summarised our mission and aims in our tagline: Unlock potential, Develop capability, Accelerate growth.

In 2019, OWGP was set up as an independent, not-for-profit organisation to support the development of the offshore wind supply chain.
Since then, we have worked with more than 250 businesses to accelerate growth, improve productivity, capability, and competitiveness through the provision of funding and business support programmes.In December 2024, it was announced that OWGP would expand its activities to take on the role of the Industrial Growth Plan (IGP) Delivery Body: “an independent organisation with the core responsibility and mission to support the growth of the UK's offshore wind supply chain.
Our existing programmes and any new initiatives under the IGP Delivery Body will be aligned with the priorities described in the Industrial Growth Plan.

to enable supply security, accelerated deployment, and to
unlock economic value generation through the offshore wind sector.
Our goal is for UK companies to achieve and maintain global leadership
positions in key industry sub-markets.
To ensure competitiveness, IGP Delivery Body aims to increase the
support available for UK companies entering or operating in the sector.
Support will be targeted to deliver on the UK’s key growth priorities set out
in the IGP. Collaborating with public and private stakeholders, we will aim to
maximise the coherence and impact of the support provided to the supply chain.

Who we are
At OWGP, our emphasis is on partnership.
In 2019, OWGP was set up as an independent, not-for-profit organisation to support the development of the offshore wind supply chain.
Since then, we have worked with more than 250 businesses to accelerate growth, improve productivity, capability, and competitiveness through the provision of funding and business support programmes.
In December 2024, it was announced that OWGP would expand its activities to take on the role of the Offshore Wind Industrial Growth Plan Delivery Body (“IGP Delivery Body”).
The IGP Delivery Body’s role and objectives are described in the Industrial Growth Plan published in April 2024. These include:
- take ownership of the Industrial Growth Plan and create cross-sector buy-in;
- drive the execution and growth of the offshore wind supply chain in the United Kingdom;
- facilitate strategic alignment of sources of investment and funding;
- monitor and assess the impact of the Industrial Growth Plan actions; and
- adapt the Industrial Growth Plan and priorities as necessary.
Our existing programmes and any new initiatives under the IGP Delivery Body will be aligned with the priorities described in the Industrial Growth Plan.
